All signs point to them dating. He mentioned that he had a girlfriend at the Ireland premiere of Killing Bono. When asked if she was there, he said that she was working and would be there later. Low and behold, Tamsin is photographed attending the event. She was also photographed with him at the airport in Japan earlier this year and visiting him on his movie sets. No photos of them together but it's too much of a coincidence, don't you think? So yeah, I believe they are dating.
