Best free audio manager?

I used to have a compaq computer that had Realtek Audio Manager. With this you could, in real time while playing music, change volume and add effects. You could make the artists voice sound higher or lower, and make the music sound like it was being played in different locations. Ex. forrest, stadium, hallway, theatre, etc. Is there another program out there that can do this?
