Can I Plant Trees In A Forest?

Okay the forest already has many trees. But i wish to plant a few more. Could i do that or is that illegal? I guess its a silly question but im asking because im paranoid the forest may have "hidden cameras" and the people who are in charge of the forest might not approve of me planting trees in the forrest.
