Can you like a movie more than another movie, yet say that another movie is better without liking it more?

my friend and i have been arguing about this and can't seem to find a resolution. my argument is that i like the movie 'Forrest Gump' more than 'Pulp Fiction' but i still know that 'Pulp Fiction' is a better movie and should have won Best Picture instead of Forrest Gump. His argument is that is that if you like a movie more, it is a better movie. Say who you think is right and explain please.
